Co-operative banks and UCBs operate under RBI oversight (with NABARD playing a supporting regulatory and developmental role), and the software they run should make regulatory compliance easier to evidence — not harder. This checklist covers the areas bank IT and compliance teams should specifically ask any CBS vendor about, whether you're choosing a first system or evaluating a switch.

1. Audit Trail

Every transaction, every account change, and every user action should be logged with a timestamp and user identity — not optionally, but as a default, non-disableable feature. Ask to see a sample audit log during a demo, not just hear that "it has an audit trail."

2. KYC / AML-Ready Workflows

The system should support structured KYC data capture (including e-KYC where applicable) and flag patterns relevant to anti-money-laundering monitoring, rather than treating KYC as a free-text field.

3. Statutory & Regulatory Reporting Formats

Confirm the vendor keeps reporting formats current with RBI/NABARD requirements as a matter of course — and ask specifically what happens (and what it costs) when a format changes.

4. Data Centre / Disaster Recovery (DC/DR)

Understand whether your deployment model (on-premise, hosted, or hybrid) meets current DC/DR expectations for co-operative banks, including backup frequency and recovery time in the event of an outage.

5. Access Controls & Maker-Checker

Sensitive actions — large transactions, account modifications, user permission changes — should require maker-checker (four-eyes) approval, with the approval chain itself logged.

6. Cyber Security Basics

Ask about encryption (in transit and at rest), password/session policies, and how the vendor handles security patches and vulnerability disclosures. This doesn't need to be an enterprise-grade security audit, but it shouldn't be an unanswered question either.

7. Data Ownership & Portability

Clarify, in writing, that your institution owns its data and can export it in a usable format if you ever change vendors. This is a common gap that only becomes visible when a bank tries to migrate away from a legacy system.

Questions to Ask Every CBS Vendor

  • Can you show me a live audit trail for a sample transaction?
  • How quickly do you update reporting formats when RBI/NABARD guidelines change, and is that included in AMC?
  • What is our DC/DR setup, and what is the recovery time objective?
  • Is maker-checker approval enforced by default, or optional?
  • Can we export our full dataset if we ever switch vendors?

This checklist is intended as a starting point for internal discussion, not legal or regulatory advice — always confirm current requirements directly with RBI/NABARD guidance and your institution's compliance advisor.
